Strengths of the Overview Plan
The executive overview project management plan has several strengths that are in line with the ideal project plan. To begin with, the attached overview has summarized all the critical elements of comprehensive project management such as costing, human resource, project commutation, evaluation, activity scheduling, and change management. Besides, the overview has considered the aspects of risk mitigation, the work breakdown plan, and strategic definition of the entire project scope. In addition, the overview plan has classified each of the above elements into perspective and their role in successful project management.
Opportunities for Improvement
Regardless of how well a projected is well managed or evaluated, delays are inevitable. Such delays may arise from a number of factors such as sudden snow fall and delays in delivery of suppliers among others. The overview plan does not accommodate the potential delays that might compromise timely completion and evaluation of a project. Therefore, there is need to incorporate the aspect of delays as part of the general risk mitigation to classify each element of the overview into perspective (Wren, 2014). This will make the overview more comprehensive and centered towards tracking and modifying the deliverables on a periodic basis.

Reflectively, the Gantt project is a success measuring tool for cross platform review of the entire procedures and stages of project implementation. This tool has application which monitors resources of the project, time allocation and completion tracking (Snyder, 2013). The other critical tool that may be used in tracking effectiveness of the overview plan is the risk register application. This application forms part of the project tracking tool since it provides project risk tracking evaluation from time to time.
Value Added Through Review
Several elements of project management have been identified in the review and characterized into perspective. For instance, under risk management plan, the review has identified the potential risks, classified the risks in terms of priority of occurrence, and created different mitigations for each of the risks. Due to its comprehensiveness, the review has identified the ideal in tracking and planning for a project within low levels of risk and positive outcome. Interestingly, the review has divided activity into four key areas which are objectives, deliverables, scheduling, and supporting plans. There should be a proper time management framework for project activities (Microsoft Corporation, 2014).
This will ensure success during execution. In the review, it is suggested that the project plan should outline activities that have to be carried out to ensure completion of the project. This shows that the other activities which need to be carried out alongside the main activities are highlighted and put into perspective. The review of the plan has highlighted the critical path taken by the main activities in the chart. Activities which fall along the critical path must be executed within the allocated time.
The review has suggested that project budget should be kept as low as possible not to exceed what has been budgeted for. There may be difficulties associated with the freeing up of the required internal staff for the development and implementation of this project since there is apparent misunderstanding among the project implementation personnel. This is basically because the role they play in the organization may be too critical, hence making it difficult for them to participate in the project while at the same time executing their respective roles as employees of the company.
The review has identified the timeline provided for the project, which should adhere to any decommissioning of the information system and subsequent stoppage of the project support (Gray & Larson, 2015). When this aspect is incorporated in the current overview plan, the deliverable path will be easy to monitor and adjust the critical path and scheduling instruments.

Since the proposed Gantt chart is critical in creating project tracking charts, it would be necessary in communication and promotion of the project deliverable variables. This is due to the fact that Gantt chart classifies each path according to the stages, timeframes, and milestones. Specifically, this tool will be relevant in tracking and managing timeframes allocated for each project milestone since it can be modified to address changes that might occur in each stage of the overview plan (Drive Your Success, 2012). Through status updates, the risk register application will facilitate the various project management schedule work outs through offering the much needed communication between the potential risks and mitigation strategies for the same.

In a practical project management environment, the proposed risk register is applicable in designing an encoding-decoding channel of communicating potential risks and reviewing project dynamics at minimal risk level. Thus, through application of the soft skills possessed by the human input, this tool would offer appropriate progress tracking devises necessary in successful execution. The soft skills may be modified to accommodate the current risks and create a register that can track the project schedule. Project management focuses on the objectives and set goals that are to be achieved through project implementation (Wren, 2014).
Special project management skills such as motivation, inspiration, and revitalization of the project personnel, project leadership skills nurture collective and self responsibility to perform optimally in compliance with health and safety standards.
Incorporating Multiple Viewpoints and Change Requests
With references to the overview, the challenge that cannot be easily segregated is the difficulty to balanced supplementary implementation of project through project leadership skills, the culture of team work and common purpose will eventually climax in successful project execution. In order to mitigate this challenge, it is necessary to design a practical project tracking plan and progress assessment criteria through application of project leadership and management soft skills (Allen, 2012).
Therefore, it is necessary the communication skills to reflect on a constant communication culture characterized by professionalism, consistency, qualification, reverence in intra and inter personal relation, rule of consultation in intra personal operation, healthy working environment, and sensitive management as part of the change management plan.
Detailed WBS
The WBS consists of two activities that run in different paths. The first activity conceptualizes video conferencing and surgical procedure from which a feedback network is derived. The second activity functions on the path of learning outcome from which evaluation and conclusion are derived. These activities run concurrently with different paths to derive the same results. Despite the simple flow in the WBS, the paths are derived from the short and long term deliverables. For instance, as indicated in the executive overview project management plan, the activities could be segmented into conceptualization of the project and evaluation of the outcome.
